A quiet shift is underway in the global plywood trade. As the United States widens tariffs beyond China to include parts of Southeast Asia, manufacturers and buyers are finding that the old playbook no longer works. Moving production across borders, once seen as a straightforward workaround, is now under closer scrutiny. Shipments face tighter checks, costs are less predictable, and questions of origin carry more weight than before. For companies across the supply chain, from panel producers to material suppliers, the changes are beginning to reshape how business is done.

Overview of US Tariffs on Plywood Imports

The U.S. plywood market has entered a period of significant trade adjustment as Washington expands its use of anti-dumping (AD) and countervailing duty (CVD) measures on plywood imports from Asia. These trade actions primarily target hardwood and decorative plywood under HS Code 4412, a category widely used in furniture, cabinetry, interior decoration, and engineered wood applications.

China: Long-Standing Anti-Dumping Duties Continue to Shape Trade Flows

China has been subject to U.S. anti-dumping measures on hardwood plywood for many years. The original investigation was initiated after U.S. producers alleged that Chinese plywood manufacturers were selling products in the U.S. market below fair value.

Under the existing trade framework, Chinese hardwood plywood imports have faced extremely high anti-dumping duty rates, with certain exporters receiving company-specific rates while others are subject to much higher “all others” or adverse facts available rates. In recent investigations, the U.S. Department of Commerce continued to apply significant dumping margins to Chinese producers, including preliminary margins above 180% for certain companies.

In addition to anti-dumping duties, China-origin plywood has also faced countervailing duties, which address government subsidies considered to provide unfair advantages to exporters. A recent preliminary determination placed the subsidy rate for Chinese hardwood and decorative plywood producers at 81.34%.

Southeast Asia: New Trade Pressure on Alternative Supply Sources

As production shifted away from China, Southeast Asian countries became increasingly important plywood suppliers to the U.S. market. However, this supply shift attracted additional scrutiny from U.S. trade authorities, particularly regarding potential subsidies, pricing practices, and possible transshipment risks.

In 2025, the U.S. Department of Commerce initiated new AD and CVD investigations into hardwood and decorative plywood from Vietnam and Indonesia, alongside China. The investigations examined whether imports were being sold below fair value or benefited from government subsidies.

Vietnam

Vietnam became one of the fastest-growing plywood exporters to the U.S. after companies expanded manufacturing capacity as part of the broader “China+1” supply chain strategy.

The preliminary anti-dumping investigation identified a dumping margin range of approximately 138.04%–152.41% for Vietnamese hardwood and decorative plywood exporters. Countervailing duty investigations also found preliminary subsidy rates for Vietnamese producers, including an all-others rate of 15.56%.

Indonesia

Indonesia, another major plywood-producing country, was also included in the investigation.

The preliminary anti-dumping investigation identified an alleged dumping margin of 84.94%, while preliminary countervailing duty findings assigned subsidy rates ranging from company-specific levels to an all-others rate of 43.18%.

Impact on Global Plywood Supply Chains

The United States remains one of the world’s largest plywood markets, with imports playing a significant role in meeting domestic demand. For hardwood plywood, imported products have historically accounted for around 40% of U.S. consumption, highlighting the country’s strong reliance on overseas supply chains.

Following the introduction of U.S. anti-dumping and countervailing duties on Chinese plywood, many manufacturers began shifting production capacity from China to Southeast Asia. Several plywood producers expanded or relocated operations from major manufacturing regions in southern China, including Guangxi, to countries such as Vietnam and Indonesia in order to maintain access to the U.S. market.

This supply chain transition significantly increased Southeast Asia’s role in global plywood trade. Vietnam, in particular, experienced rapid growth as a plywood exporter, benefiting from the broader “China+1” manufacturing strategy.

However, the latest trade actions targeting Vietnam and Indonesia demonstrate that production relocation alone is no longer a guaranteed solution. As U.S. authorities increase scrutiny of plywood origins and supply chains, manufacturers and buyers are being forced to reconsider sourcing strategies.

In the short term, countries such as Thailand, Malaysia, and the Philippines may gain new opportunities as alternative plywood suppliers. However, long-term competitiveness will depend not only on production capacity, but also on factors including raw material availability, manufacturing consistency, environmental compliance, and reliable adhesive technologies.

Compliance and Origin Verification in a Tariff-Driven Market

For plywood manufacturers that continue to target the U.S. market, full supply chain compliance is becoming an increasingly important signal of reliability. Beyond product quality and pricing, buyers are paying closer attention to factors such as environmental requirements, origin verification, production transparency, and overall supply chain management.

As U.S. authorities strengthen scrutiny of plywood imports, manufacturers need to provide clearer documentation regarding raw materials, production processes, and country of origin. Compliance with environmental standards, including formaldehyde emission requirements and responsible sourcing practices, is becoming an essential part of maintaining long-term customer relationships.

Some companies have explored alternative trading structures, such as selling through international distributors or trading companies, to manage tariff exposure and market access challenges. However, these approaches often involve additional costs and reduced margins, while also limiting direct control over customer relationships and supply chain transparency.

In the current market environment, competitive advantage is gradually shifting from simply offering lower prices to building a more transparent, compliant, and reliable supply chain. For plywood producers and adhesive suppliers alike, strong operational management and consistent quality control will become increasingly important factors in global market competition.

Implications for Adhesive Selection and Supplier Strategy

Under the pressure of rising tariffs, stricter origin verification, and increasing supply chain uncertainty, plywood manufacturers are being forced to reconsider every factor that affects competitiveness. Adhesive selection, once viewed mainly as a production cost and bonding performance issue, is now becoming a strategic decision that influences product quality, profitability, compliance, and long-term market access.

For plywood producers seeking to maintain competitiveness in the U.S. and other regulated markets, the ideal adhesive solution must achieve a balance between regulatory compliance, bonding performance, cost efficiency, and profit margins. In this new environment, adhesive technology is no longer just a manufacturing material—it has become an important part of supply chain strategy.

This shift is also accelerating interest in verified bio-based adhesives. As plywood manufacturers face increasing environmental requirements and supply chain uncertainties, renewable adhesive technologies are becoming an important part of future manufacturing strategies.

Compared with traditional formaldehyde-based systems such as UF, MUF, and PF, bio-based adhesives offer several potential advantages:

    Renewable adhesive technologies support the global transition toward greener manufacturing and help producers adapt to increasingly strict environmental regulations.

    Stronger sustainability credentials can enhance market acceptance, especially among customers and markets with clear ESG requirements.

Over the long term, the replacement of conventional aldehyde-based adhesives with bio-based alternatives is expected to continue as technology advances and commercial solutions become more competitive. The key question for the industry is no longer whether sustainable adhesives are needed, but whether they can deliver comparable performance and economic value at scale.
